Victorian Premier Daniel Andrews says the number of COVID cases infectious in the community needs to be as low as possible in order for the lockdown to end as planned.
On Monday, Andrews announced regional Victoria would end lockdown at 11.59pm, but no decision has been made on metropolitan Melbournes restrictions.
These numbers are not spiralling and thats a good thing, he said.
We are starting to see the first of those people who are new cases but have been in isolation for their infectious period and we want to see that trend to continue.
Andrews said that even one person in the community while infectious is a risk to public health.

We need to get down to a very low number of cases, if any, that have been out in the community during their infectious period, he said.
Thats when well have the best chance of opening up and staying open.
The premier said the decision on whether Melbournes lockdown will end as planned will not be made earlier than Wednesday.
I cant tell you what Id be announcing on Wednesday or Thursday, because its not Wednesday or Thursday, he said.
The state recorded 11 cases on Monday, 11 on Sunday and 29 on Saturday with most of them out in the community during their infectious period.
On Monday, Victorian Premier Daniel Andrews confirmed the lockdown in regional Victoria would be lifted from 11.59pm.
Residents in those areas have been locked down for four days.
The five reasons to leave home will be lifted, schools will be reopened and public gatherings can happen with 10 people.
Home gatherings are still banned and face masks are mandatory indoors and outdoors.
There is also no limit on the distance residents in regional Victoria can travel from home, but they can only go to metropolitan Melbourne for a permitted reason.
They must also follow the lockdown rules when in Melbourne.
